Seit vielen Jahren steht das öffentlich-rechtliche Fernsehen in der Kritik nicht nur die Kultur im Programm immer mehr zu vernachlässigen, und damit einen wichtigen Teil seines Auftrags nicht ordnungsgemäß zu erfüllen, sondern auch aktiv und im Gleichschritt mit dem privaten Fernsehen, an einer schleichenden Verflachung der Kultur in Deutschland mitzuwirken. Darin zeigt sich sogleich die doppelte Rolle des Fernsehens allgemein: Zum einen selbst ein relevanter Teil der Gegenwartskultur der Gesellschaft zu sein, Kultur also als (noch) Leitmedium Nummer eins direkt zu gestalten, sowie im Sinne des Bildungsauftrags die Kultur zu fördern und ihr eine Bühne zu geben. Diese Arbeit soll ein kompakt abgefasstes Panorama der Vergangenheit, Gegenwart und möglichen Zukunft des öffentlich-rechtlichen Fernsehens in Deutschland darstellen; immer vor dem Hintergrund der bereits sehr alten Debatte um Programmqualität gegen Programmreichweite.
Ich beschreibe in Kürze die Entwicklung der Fernsehlandschaft hin zum heutigen dualen System. Dann gehe ich explizit auf die neueren Sender 3sat und arte als namentliche Kultursender im öffentlich-rechtlichen Fernsehen ein, da diesen Sendern heute der größte Teil der Kulturvermittlung im Fernsehen überlassen wird.
In Kapitel 3 beschäftige ich mich eingehender mit den gesetzlichen Grund- und Auflagen, die das öffentlich-rechtliche System in der Bundesrepublik Deutschland legitimieren. Außerdem beschreibe ich die Kulturinteressen des Fernsehpublikums, soweit diese darstellbar sind. In Kapit
